EU Suggests Mandating Google to Disclose Search Data to Competitors through New Digital Competition Regulations
The European Commission has delivered preliminary findings to Google, outlining proposed actions that would mandate the company to share search data with third-party search engines under the Digital Markets Act (DMA).

According to the proposal, Google would need to grant access to essential search data, including ranking, query, click, and view information, under fair, reasonable, and non-discriminatory conditions. This initiative aims to empower competing search engines, referred to as “data beneficiaries,” to enhance their services and improve competition with Google Search.

The suggested framework also establishes criteria regarding the eligibility of entities permitted to access this data, which includes AI chatbots equipped with search capabilities. It further defines the scope of data sharing, the frequency and methods of access, and guidelines for fairly pricing the data.
Additionally, the Commission has proposed measures to guarantee the anonymization of personal data and processes governing how beneficiaries can access the shared data. The regulator noted that these steps aim to maintain user privacy while fostering competition.

The Commission has initiated a public consultation process, encouraging feedback from stakeholders on the proposed measures. Interested parties have until May 1 to submit their opinions.

After the consultation period, the Commission will review the responses and may adjust the measures prior to issuing a final decision, which will bind Google. This final decision is expected to be adopted by July 27, 2026.

This development is part of ongoing specification proceedings under the DMA, aimed at fostering fair and contestable digital markets.
