FIFA and Qatar Football Association Extend Collaboration to Enhance Local Football Development

Morocco Wins the FIFA Arab Cup Qatar 2025 Title with a 3-2 Victory Against Jordan
In its mission to globalize football and enhance competition for clubs, leagues, and players worldwide, FIFA has renewed its partnership with the Qatar Stars League (QSL) and the Qatar Football Association (QFA).

FIFA President Gianni Infantino signed a new Memorandum of Understanding (MoU) with His Excellency Jassim bin Rashid Al Buainain, President of the QSL and QFA, aimed at improving professional club management and administration across all first- and second-division clubs within the QSL.

FIFA President Gianni Infantino remarked: “I was thrilled to renew the Memorandum of Understanding with the Qatar Stars League and the Qatar Football Association, which further solidifies a strategic alliance that enhances professional standards in club football. My heartfelt thanks to His Excellency Jassim bin Rashid Al Buainain and his teams for their exceptional support, organization, and hosting of significant FIFA events this year, including the FIFA Arab Cup, the FIFA Intercontinental Cup, and most recently, the FIFA Under-17 World Cup.”
He added: “Through educational initiatives, knowledge sharing, and improved support for player welfare, we are collaborating to help talented individuals and ambitious clubs succeed within a more competitive and sustainable global football landscape.”

Qatar’s leadership in hosting major tournaments and its dedication to innovation further establish it as a key player in the new golden era of global club football.

His Excellency Jassim bin Rashid Al Buainain, President of the QSL and QFA, stated: “We are excited about the renewal of the agreement between FIFA and the Qatar Stars League, as it marks a significant advancement in our cooperative strength. This partnership encompasses various areas, including the strategic development of football in both technical and administrative realms, while using the region’s enthusiasm for the sport to foster peace and promote the esteemed values of football globally.”

The next phase of collaboration between FIFA, the QFA, and the QSL will center on the Educational Programmes Project. Through this agreement, FIFA will offer tailored support in multiple fields, including exchange and educational opportunities for club managers and agents, alongside mental health and overall well-being support systems for players. This will emphasize practical application as much as theoretical understanding.

The signing, extending an MoU initially established in 2022, took place on Qatar National Day at Lusail Stadium prior to the FIFA Arab Cup 2025™ final between Jordan and Morocco. It also coincided with the three-year anniversary of Argentina’s thrilling victory over France to claim their third FIFA World Cup™ title at the same venue.

The QFA has actively promoted the growth and appeal of football in the region, from founding the QSL to successfully hosting major tournaments, including the 2011 and 2023 AFC Asian Cup editions and the FIFA World Cup 2022™. Furthermore, Qatar will host the FIFA Intercontinental Cup™ presented by Aramco and the FIFA Arab Cup™ in December 2025, while also staging the expanded FIFA U-17 World Cup™ in November 2025, featuring 48 teams, and the next four editions of this annual tournament.
