The BJP’s overall expenditures reached ₹57.65 crore, surpassing Congress’s ₹46.19 crore, as detailed in an analysis by the Association for Democratic Reforms (ADR) based on the election expenditure reports submitted to the Election Commission of India.
In terms of total funds raised for the Delhi assembly elections 2025, the BJP led with ₹88.7 crore, compared to Congress’s ₹64.3 crore.
Out of the 70 assembly seats contested, the BJP won 48, while Congress secured none. The Aam Aadmi Party (AAP) achieved victory in 22 seats.
The ADR analysis revealed that AAP disclosed expenses of ₹12.12 crore for party propaganda and ₹2.4 crore on candidates, totaling ₹14.5 crore.
AAP allocated nearly ₹3 crore on social media, contrasting with BJP’s mere ₹5.26 lakh and Congress’s ₹5.95 crore.
The BJP’s total expenses were ₹57.65 crore, outstripping Congress’s ₹46.19 crore and AAP’s ₹14.5 crore.
For party propaganda, the BJP spent ₹39.14 crore, which was less than Congress’s ₹40.13 crore but more than AAP’s ₹12.12 crore.
Based on declarations from nine parties thus far, total expenses amounted to ₹120.3 crore, including ₹27 crore for candidates. Besides BJP, Congress, and AAP, the BSP was the sole party that spent over ₹1 crore, amounting to ₹1.8 crore.
The total funds raised by all parties during the elections reached ₹170.68 crore. This comprised ₹88.7 crore for the BJP, ₹64.3 crore for Congress, and ₹16.1 crore for AAP.
The majority of funds were collected at the central headquarters level of respective parties.
Furthermore, cheque/DD was the favored collection method, accounting for over 74%, while approximately 26% was sourced through cash.
In terms of expenditure, only 0.04% or ₹3.7 lakh was spent in cash, based on party declarations.
The AIMIM, which contested two seats but didn’t win, reported no expenditure according to its disclosure.
Both Congress and AAP fielded candidates in all 70 seats, while the BJP contested 68 seats, leaving two for its allies.
The total funds collected by six parties that participated in both the 2020 and 2025 elections increased by nearly 9% to close to ₹170 crore this time. Among these, Congress experienced the most significant growth, about 222%, while the BJP saw a decline of 25%, and AAP’s funding rose by nearly 6%.
Expenses for these six parties rose by nearly 39% from the 2020 to 2025 elections. For Congress, this increase was around 161%, while the BJP’s increased by 20.5%, and AAP cut its expenditure by nearly 32%.
