Election Commission Unveils Phase 3 of SIR in 16 States and 3 Union Territories

On Thursday, the Election Commission announced the launch of Phase 3 of the Special Intensive Revision (SIR) of electoral rolls in 16 states and three Union Territories, which will encompass nearly 36.73 crore voters.

The electoral body indicated that this process would be carried out in phases, aligning it with the ongoing Census.

The states and UTs participating in Phase 3 include Odisha, Mizoram, Sikkim, Manipur, Dadra and Nagar Haveli and Daman and Diu, Uttarakhand, Andhra Pradesh, Arunachal Pradesh, Haryana, Chandigarh, Telangana, Punjab, Karnataka, Meghalaya, Maharashtra, Jharkhand, Delhi, Nagaland, and Tripura.

The Election Commission stated that over 3.94 lakh Booth Level Officers (BLOs) will perform house-to-house visits during this process, with support from about 3.42 lakh Booth Level Agents (BLAs) appointed by political parties.

“SIR is an inclusive initiative that engages all stakeholders, such as electors, political parties, and election officials. The ECI urges all political parties to designate BLAs for every Polling Booth to guarantee the full involvement of political parties, ensuring that SIR is conducted transparently,” the notice indicated.

It was also noted that the first two phases of the revision in 13 states and UTs had already reached nearly 59 crore voters.

According to the timeline, the preparation, training, and printing processes for the various states and UTs will commence on May 20 and proceed in phases until September. Door-to-door verification by BLOs will kick off on May 30 in the initial batch of states and will continue through October for subsequent phases. At the same time, the rationalization of polling stations is scheduled to start on June 10 and extend until October 14.

The draft electoral rolls for different states and UTs will be published between July and October, followed by a claims and objections period.

The Election Commission’s schedule reveals that the final electoral rolls for Odisha, Mizoram, Sikkim, and Manipur will be released on September 6, 2026. The final rolls for Dadra and Nagar Haveli and Daman and Diu, and Uttarakhand are due on September 11 and October 15, respectively. Andhra Pradesh, Arunachal Pradesh, Haryana, and Chandigarh will see their final electoral rolls published on September 22, while Telangana and Punjab are set for October 1.

The final rolls for Karnataka, Meghalaya, Maharashtra, Jharkhand, and Delhi are slated for release on October 7, followed by Nagaland on November 22 and Tripura on December 12.

Maharashtra will have the highest number of electors in the Phase 3 exercise, with over 9.86 crore, followed by Karnataka with over 5.55 crore and Andhra Pradesh with more than 4.16 crore electors, as per the data shared by the Commission.

The Election Commission also announced that Phase 3 will encompass the entire country, with the exception of Himachal Pradesh, Jammu and Kashmir, and Ladakh. The schedule for these three regions will be disclosed later, contingent upon the completion of phase 2 of the Census and considering weather conditions in snow-bound and elevated areas.
