Opposition Achieves Tactical Victory as Delimitation Bill Fails; BJP Gains Political Advantage, According to AK Bhattacharya
The government’s defeat of the constitutional amendment linking delimitation with women’s reservation may be seen as a tactical win for the opposition, but it has also provided the BJP an opportunity to steer a broader political narrative, journalist AK Bhattacharya stated in an interview with CNBC-TV18.

Bhattacharya pointed out that the government entered the vote aware of its numbers but chose to highlight two politically charged issues. “The government understood from the outset that it did not possess the numbers to advance the bill,” he remarked, adding that the initiative aimed to bring “the entire conversation around delimitation, women’s reservation, and their interconnection into public view.”

Parliament voted against the amendment, which intended to increase the Lok Sabha to 850 seats, redraw electoral lines, and establish 33% reservation for women. A two-thirds majority was required, yet with only 278 MPs supporting it out of 489 present, the motion fell short by 44 votes. This marks the first instance in 12 years where a constitutional amendment proposed by the Modi government has not succeeded.
Bhattacharya contended that while the opposition has “achieved a victory,” the ruling party might still gain politically. “What the government has lost somewhat, it has offset by bringing both issues into public discourse,” he asserted, adding that the BJP is likely to position itself as a champion of women’s empowerment and fair representation across regions.

However, opposition leaders framed the outcome as a significant pushback. A. Saravanan from the DMK characterized the vote as “a sweet victory,” asserting that the Centre’s proposal could have diminished the political stature of southern states. “The BJP has been made to eat humble pie,” he stated, attributing the outcome to opposition unity and leadership from Tamil Nadu Chief Minister M.K. Stalin.

Saravanan dismissed the government’s claim that opposing the bill meant being anti-women. “This is absurd,” he commented, highlighting that the women’s reservation framework had already been passed and could be enacted within the current Lok Sabha strength. He reiterated the opposition’s call for implementing reservation without tying it to delimitation.

Political analyst Manisha Priyam suggested that the bill’s failure reflects deeper federal issues. While there was general consensus on women’s reservation, the proposal to connect it to an increase in parliamentary seats shifted the political dynamics. “That is where the consensus faltered,” she stated, noting that southern states feared a loss of influence within the federal system.

Priyam also mentioned that the government’s strategy was as much about political signaling as it was about legislative success. “The BJP likely anticipated this outcome but proceeded because the political messaging was crucial,” she noted, referring to the party’s intent to align itself with a broader women’s agenda ahead of important state elections.

The parliamentary debate, which extended over two days, saw opposition parties accuse the government of attempting “gerrymandering” and using delimitation to adjust political representation in favor of specific regions. Home Minister Amit Shah, in his concluding comments, had promised a 50% increase in Lok Sabha seats for all states, although the bill did not outline such a formula.

While the legislative attempt has faltered, analysts suggest that the political struggle over delimitation and women’s reservation is far from resolved, with both sides likely to raise the issue in forthcoming state elections and the broader national discourse.
