FIFA Disciplinary Board Penalizes Israel Football Association

In light of the proposal put forth by the Palestinian Football Association (PFA) during the 74th FIFA Congress and the ensuing decision by the FIFA Council to authorize the FIFA Disciplinary Committee to look into the alleged discrimination claims made by the PFA, the FIFA Disciplinary Committee has concluded that the Israel Football Association (IFA) has violated multiple obligations as a FIFA Member Association.

As a result, the FIFA Disciplinary Committee has enacted the following penalties on the IFA for violations of articles 13 (Offensive behaviour and violations of the principles of fair play) and 15 (Discrimination and racist abuse) of the FIFA Disciplinary Code (FDC).

The IFA is mandated to pay a fine of CHF 150,000 and has received a warning about its conduct. Additionally, the IFA is required to develop a prevention plan based on the following directives.
The Israel Football Association must also display a prominent and highly visible banner with the message “Football Unites the World – No to Discrimination” alongside its logo in its next three A-level FIFA competition matches at home. The dimensions, design, and placement of the banner within the stadium must be submitted to FIFA for approval at least 15 days prior to each match.

The Committee has emphasized that while its role is limited to implementing FIFA’s internal regulatory guidelines, it cannot disregard the larger human context in which football exists.
