In an ANI interview, Kishor pointed out that PM Modi has never discussed establishing any industrial projects in Bihar, while Gujarat boasts initiatives like GIFT City, solar parks, investment summits, and comprehensive development plans.
“PM Modi visited Kutch and proclaimed, ‘In my Kutch,’ the world’s largest solar park is being created. Yet, when he came to Madhubani in Bihar, he stated that nine crore (people) are guaranteed to receive 4 kg of food grains and Modi’s assurance,” Kishor remarked. “But the 4 kg of food grain is being distributed nationwide. Can you cite an instance where he mentioned anything similar about Gujarat?”
“In Gujarat, he talks about GIFT City, solar parks, investment summits, and the vision for how Gujarat will look at 75 years. In Bihar, he only references food grains, Ayodhya’s Ram Mandir, and the fragmentation of Pakistan. Why not discuss Bihar too?” Kishor continued.

“Why not make similar comments in Tamil Nadu or Gujarat?” he questioned.
Kishor further noted that Gujarat has about 25% of its population living under similar conditions, with 4 kg of food grain being distributed in that state as well.
“As Prime Minister, why not inform Bihar’s citizens once about when a sugar mill will be established, when industries will come to the state, when outmigration will cease, and when the education system will improve?” he asserted, expressing his belief that Modi views Biharis as needing only 4 kg of food grain.
Modi promised Vande Bharat for ‘labourers’: Kishor
Kishor also criticized PM Modi’s recent announcement in Madhubani regarding a new Vande Bharat train project from Saharsa designed to assist workers’ families traveling to Mumbai and Saurashtra.
“How misguided is it for PM Modi to assert that Bihar’s youth will go off as laborers and that a new train will be launched for them to reach Mumbai and Saurashtra?” Kishor exclaimed. “We don’t want such a train where our children travel as if they are animals to work elsewhere… Show me one example of such a promise for Gujarat.”

Kishor went on to address the reasons behind the lack of factories in Bihar.
“If industries were established in Bihar, there wouldn’t be laborers available in Gujarat and Tamil Nadu for ₹10-12,000,” he pointed out.
“Bihar and certain regions in Uttar Pradesh have become labor factories, and there are those who prefer this status quo to maintain cheap labor,” he concluded.
