Congress aims to compete for over 150 seats, with some seats designated for the Rashtriya Samaj Paksha and RPI (Gavai), sources reported.
The partnership announcement came from Maharashtra Congress president Harshwardhan Sapkal along with VBA state vice-president Dhairyavardhan Pundkar.
Sapkal mentioned that decisions regarding alliances for the other 28 municipal corporations in the state will be made at the local level, empowering the local leadership of both parties to make suitable decisions.
He described the Congress-VBA alliance as a “natural collaboration” rooted in shared ideology rather than just electoral calculations.
“This is about more than just numbers; it’s a convergence of ideas. Both parties are committed to the Constitution and to creating the India it envisions, founded on equality, fraternity, and social justice,” he affirmed.

Reflecting on previous collaborations during the 1998 and 1999 elections, Sapkal noted that after 25 years, a new chapter has been initiated.
“Though it took time to reach this point, we are now entering a new phase in state politics,” he stated.
VBA leader Pundkar emphasized that this alliance was formed to counter “the divisive politics of the BJP.”
He credited Sapkal for spearheading the alliance and maintaining a positive outlook from the outset.
“In the Mumbai civic elections, the Vanchit Bahujan Aghadi will be contesting 62 seats,” he reiterated.
VBA state vice-president and chief spokesperson Siddharth Mokale remarked that discussions about seat-sharing in alliances are never entirely satisfying but necessitate consensus from both parties.
Elections for 29 municipal corporations are scheduled for January 15, 2026, while the formal schedule for ZP polls is still pending.
It is worth noting that Congress had previously announced plans to contest the Brihanmumbai Municipal Corporation elections independently.
In the 2017 BMC elections, Congress secured only 31 seats, significantly trailing the then undivided Shiv Sena and the BJP.
