Chief Secretary Chandra Bhushan Kumar has revealed that an in-depth development strategy has been created, focusing on modernizing infrastructure, showcasing cultural heritage, promoting eco-tourism, and ensuring sustainable growth.
In a statement to PTI, Kumar emphasized the islands’ distinctive appeal and strategic importance. “The Andaman and Nicobar archipelago, consisting of 836 islands, is a unique fusion of natural beauty, historical richness, and adventure tourism. Our objective is to elevate it to meet international tourism standards,” he remarked.

A central element of this initiative is the enhancement of high-end hospitality facilities. Following guidance from the Union Ministry of Home Affairs, authorities have sanctioned the development of four five-star resorts on selected islands, a strategy aimed at boosting high-end tourism.
Plans are also underway for a dedicated yacht marina, with an Expression of Interest (EoI) already released to engage potential developers. “The marina will play a crucial role in attracting cruise tourism and private yachts, elevating the Islands’ status as a luxury destination,” Kumar pointed out.
Heritage conservation and promotion are vital aspects of the government’s tourism strategy. Kumar disclosed that steps are being taken to attain UNESCO World Heritage Site recognition for the notable Cellular Jail, which is already on the tentative list.

“We want visitors to genuinely connect with the legacy of India’s freedom struggle,” he stated.
To facilitate this, a new tourism circuit is being established, linking the Cellular Jail, Netaji Subhas Chandra Bose Island, and Viper Island. This circuit will feature light and sound shows, guided tours, and immersive experiences designed to inform visitors about the historical importance of the islands.
To leverage the islands’ extensive coastal expanse—comprising over 25 percent of India’s coastline—the administration is enhancing water-based adventure activities such as scuba diving, snorkeling, and game fishing, conducted under rigorous safety measures and professional supervision.

Moreover, the region’s pristine skies are being utilized for astro-tourism, providing stargazing experiences that are seldom accessible in urban India.
“Tourism is expanding beyond Swaraj Dweep and Shaheed Dweep. Emerging destinations like Baratang Island, known for its mud volcanoes and limestone caves, are becoming increasingly popular,” Kumar noted.
To facilitate this tourism expansion, a strong commitment is being made towards human resource development. Training programs are being implemented for local youth in sectors such as tourism, hospitality, fisheries, and related support areas, aimed at promoting inclusive employment growth.
Statistics from the Islands’ Department of Tourism indicate a notable increase in visitor numbers in recent years. In 2022, the territory welcomed 2,35,061 domestic and 4,461 international visitors. This number increased to 3,23,619 domestic and 9,025 international travelers in 2023, with growth continuing into 2024, featuring 7,10,397 Indian tourists and 11,497 foreign arrivals.
Industry experts predict an additional 25 percent rise in tourist numbers by 2025, attributing this growth to improved infrastructure and targeted promotional efforts.
As the Islands strive for a future characterized by environmentally sustainable and culturally enriched tourism, officials express optimism about their potential to become a prominent destination on the global travel map.
