HAL to develop miniature satellite launchers following ₹511 crore technology agreement with ISRO
Hindustan Aeronautics Ltd (HAL) has obtained the rights to produce the Small Satellite Launch Vehicle (SSLV), emerging as the leading bidder in a ₹511 crore tender, as announced by the Indian National Space Promotion and Authorization Center (IN-SPACe) on Friday.

“This marks one of the initial occasions where a space agency is transferring full launch vehicle technology to a corporation. HAL is set to independently develop, own, and commercialize SSLV launches,” stated Dr. Pawan Goenka, Chairman of IN-SPACe, describing the agreement as “crucial” for India’s aspirations within the $44 billion global space economy.

HAL is projected to manufacture 6–8 SSLV rockets annually, potentially generating around $6.5 million in revenue per launch, Goenka shared with CNBC-TV18, adding, “HAL will be profitable once it begins producing SSLV rockets… In two years, it will be the sole manufacturer in India.”
The tender process saw HAL surpass two competing consortia, one led by Alpha Design Technologies (with Agnikul Cosmos and Walchand Industries) and the other by Bharat Dynamics (partnering with Skyroot Aerospace, BHEL, and Keltron), during an extensive technical and financial evaluation.
Dr. D.K. Sunil, CMD of HAL, mentioned that the company is dedicated to “phase-wise progression” and aims to create a “cohesive ecosystem” for small satellite launches from Indian spaceports.

The SSLV technology transfer will be formalized through an agreement involving HAL, ISRO, NewSpace India Ltd (NSIL), and IN-SPACe. This agreement includes comprehensive training and support from ISRO for constructing and launching two SSLVs over the upcoming two years.

“The system is multi-disciplinary and will necessitate thorough training for HAL personnel at both ISRO and HAL locations,” explained Rajeev Jyoti, Director, Technical Directorate at IN-SPACe.

As of 2:53 PM, HAL shares were trading at ₹4,962.90 on the NSE, marking a 1.24% increase.
