The decision was made in light of the increasing global demand for medium and heavy rare earth elements, driven by industries such as robotics and new energy vehicles, according to a spokesperson from the Ministry of Commerce.
Items related to rare earth elements possess dual-use capabilities for both military and civilian applications, the spokesperson noted, emphasizing that the implementation of export controls aligns with international standards.
The spokesperson added that these controls are designed to better protect national security and interests while fulfilling international non-proliferation obligations, reflecting China’s dedication to global peace and regional stability.
China intends to further enhance the assessment of compliant applications and is prepared to improve communication and dialogue on export controls with relevant nations to promote compliant trade, the spokesperson stated.
