In light of these changes, IRCC has ceased accepting new applications for the optional work permit associated with the Start-up Visa. The only exception applies to individuals already residing in Canada who are looking to renew their existing SUV work permit. The department also confirmed that after 11:59 pm on December 31, no new Start-up Visa applications will be accepted.
However, IRCC mentioned that applicants who have obtained a valid commitment certificate from a designated organization issued in 2025 will still be eligible to submit their applications, provided they do so by June 30, 2026.

The government has also extended the suspension of the Self-Employed Persons Programme until further notice. This programme has been closed to new applications since April 30, 2024.
According to IRCC, this initiative is part of a larger transition towards a “new, targeted pilot programme for immigrant entrepreneurs.” More details about the pilot are anticipated to be revealed in 2026.
The federal government stated that the measures aim to reduce the mounting backlog of applications across Canada’s business immigration streams and ensure a closer alignment with the country’s Talent Attraction Strategy, as outlined in the current Immigration Levels Plan.
While IRCC has not provided specifics on how the new entrepreneur pilot will differ from the current Start-up Visa Programme, it suggested that the updated pathway will be more focused and better aligned with Canada’s long-term immigration goals.
