This incident took place during the IPL match between Rajasthan Royals and Royal Challengers Bengaluru in Guwahati on April 10.
The BCCI’s anti-corruption unit, led by Sharad Kumar, subsequently issued a showcause notice to Bhinder, seeking an explanation.
Saikia mentioned that the ACU deemed Bhinder guilty because his explanation was unsatisfactory. According to IPL Players and Match Officials Area protocol, phone usage is prohibited in the dugout but permitted in the dressing room.
“The team under Sharad Kumar assessed Bhinder’s response and found him guilty. His reply to the notice was deemed unsatisfactory.
“He was found in violation of the protocol. Since this is a first-time offence, a fine of one lakh has been imposed, along with a warning,” Saikia stated.
During the match against RCB, Bhinder was seen scrolling through his smartphone while sitting next to teen star Vaibhav Sooryavanshi in the dugout.
Sources close to Bhinder indicated that he has been facing health issues, making it difficult for him to walk long distances and climb stairs.
“Using a phone in the dugout is strictly prohibited, and given his long involvement with the IPL, Bhinder must have been aware of this rule. It might have occurred inadvertently, but the BCCI has addressed the situation appropriately,” a source remarked.
According to the protocol, mobile phones and other electronic communication devices are restricted in the PMOA, except for certain team members.
“Managers may use a phone in the Dressing Room area but NOT in the Dugout. The Analyst is allowed to use his computer at the analyst table. Players and support staff items, such as phones and smart watches, should be turned off and handed over to the team SLO for storage upon arrival at the stadium.
“Accredited staff, including dressing room attendants, IPL Match Managers, and catering personnel, are also prohibited from bringing communication devices into the PMOA,” states the IPL’s PMOA protocol for 2026.
