Nitish Kumar assigns responsibilities for new departments to ministers, retaining Civil Aviation for himself.

Patna: Bihar Chief Minister Nitish Kumar has assigned the portfolios of newly established departments to ministers, retaining Civil Aviation for himself, according to an official notification.

The Bihar cabinet approved the formation of three new departments on December 9 — the Youth, Employment and Skill Development Department, Higher Education Department, and the Civil Aviation Department — while also renaming three existing departments.

The Animal and Fisheries Resource Department has been renamed the Dairy, Fisheries and Animal Resources Department; the Labour Resources Department is now the Labour Resources and Migrant Workers Welfare Department, and the Art, Culture and Youth Department has been shortened to the Art and Culture Department.
As per the notification released on December 12, the CM assigned the Youth, Employment and Skill Development Department to Sanjay Singh ‘Tiger’, who also oversees the Labour Resources and Migrant Workers Welfare Department.

State Education Minister Sunil Kumar has been tasked with the newly formed Higher Education Department, while the CM continues to manage the Civil Aviation Department, as stated in the notification.

The CM recently announced on X the state government’s plan to establish three new departments.

“We aim to provide jobs to one crore youth over the next five years (2025-30). To achieve this, it’s crucial to focus on skill development training for more young people. We have issued instructions to create three new departments: Youth, Employment and Skill Development Department, Higher Education Department, and Civil Aviation Department,” the CM stated.

Regarding the necessity of a dedicated Higher Education Department, Kumar explained its purpose is to “enhance the quality of learning, foster research and innovation, develop technical and vocational education, and ensure quality employment-oriented education is accessible to youth from all backgrounds”.

Concerning the Civil Aviation Department, the CM noted, “It is common knowledge that several new airports are under construction in the state, and further new airports are proposed under the UDAN scheme. Establishing the Civil Aviation Department will expedite these initiatives, improve the industrial landscape, create job opportunities, and facilitate the export of products manufactured here.”
